The Whisker Accords are the governing treaties by which all feline conduct, authority, and jurisdiction are established. Though humans remain largely unaware of their contents, enforcement has remained continuous and effective for generations.

Preamble

We, the undersigned whiskered parties, in acknowledgment of the following truths:

• That warmth shall be occupied.
• That doors shall be opened.
• That bowls shall never reveal their bottom.
• That laps are provisional, not permanent.

do hereby affirm these Accords as binding, eternal, and subject to immediate revision at the sole discretion of the Council.

Article I - Of Presence

A cat is present wherever it chooses to be. Absence is temporary, strategic, and frequently performative.

Article II - Of Attention

Attention shall be demanded precisely when unavailable, and withdrawn immediately upon receipt.

Article III - Of Surveillance

All activities shall be observed. Most shall be judged. Findings need not be shared.
